ABSTRACT

Inthepast,researchonaggregatemilitaryenlistmentshasfocusedprimarilyon thefactorsaffectingthelaborsupplyoftheyouthpopulation.!Incontrast,recent effortsstronglysuggestthatrecruiters,behavingasagentsonbehalfoftheirservice, donotmerelyprocessenlistments.Instead,byallocatingtimedifferentiallyinresponsetoquotas,theycanalterboththequalityandquantityofindividualswhoeventuallyenterthemilitary.2However,theseseminalstudiesarebasedonrather simplisticnotionsofrecruiterbehavior.Atleastimplicitly,theyassumethatquotas affectrecruitersinastraightforwardandpredictablemanner,thatis,thatrecruiters expendafixed(andmaximum)levelofeffortwhentheirbattalionsachievequotas,but arelessmotivatedwhenquotasarebeingexceeded.
