ABSTRACT

Modern life has its joys and pleasures as well as its difficulties, and problems. Crime and terrorism are amongst the more serious problems which our modern society has to face. Both ordinary crime as well as terrorism cannot be fought without reliable intelligence. During the fourth quarter of the twentieth century crime has become more sophisticated and complicated, increasingly ruthless, and to a growing degree international. The methods to properly secure targets against the possibilities of crime and terrorism are both numerous and sophisticated. The element of international co-operation in fighting terrorism and crime cannot be stressed adequately. A victory against crime and terrorism is a victory for all countries and all mankind. Crime and terrorism must be attacked; they must be dealt with whenever a reasonable opportunity exists, and not only as an immediate reaction to a specific event.
