ABSTRACT
A lot of ground can be covered in a three-day conference. What follows is an overview of a very broad-ranging series of discussions. The Lomé conference was intended to help "get things going," to stimulate discussion of private enterprise alternatives for Africa's future. In this spirit, we set out in the following sections some of the basic arguments and more salient points made by the participants.
