ABSTRACT

Most scientists agree on the common dangers the human race confronts as a result of the arms race. Agreement on the principle that the degree of inspection must be related to the degree of disarmament is a considerable achievement. Behind it lies the common recognition of an important asymmetry in the world position. To maintain the low tension will be a continuing duty of the major powers; for military potential will remain in a disarmed world, including the potential to return quite quickly to nuclear weapons. Trust is particularly difficult among governments. It will require many governmental acts of mutual forbearance and a sustained experience of low tension to create trust between the Soviet Union and the West. The maximum objective is a new system of the relations among states based on general and complete disarmament with strict international control.
