ABSTRACT
To encourage China's friendship, Soviet Russia offered to restore to China the control of the Chinese Eastern Railway in Manchuria. She also promised to waive Russia's share of the Boxer indemnity, to give up all extraterritoriality rights of Russians in China, and to surrender all other special privileges that were contrary to the principle of the equality of nations.
