ABSTRACT

In this chapter, the author focuses on problems of homeless persons and his scholarly interests that have been continually focused on the application of critical cultural theory to problems of public administration and urban planning. Between 1985 and 1987, after teaching in Austin and San Antonio, Texas, the author's taught urban planning at Mankato State University in Minnesota and volunteered in many capacities with the organization that operates the Welcome Inn Transitional Living Center.
