ABSTRACT

The resolutions identify as the major task of the country’s future “foreigners’ policy” the social integration of the second and third generations of foreigners. The duration of stay of foreigners has been growing longer and since 1973 an increasing number of family members especially of Turkish workers – have migrated to Germany. The halt in recruitment meant that, despite the various international recruitment agreements, no more foreign workers were being admitted to work in Germany, unless they were citizens of member states of the European Community. For a long time foreign parents had little interest in family reunification because of their uncertain legal status in Germany. Since Italy is a member of the European Community, Italian youths have always been entitled to obtain work permits in Germany. Encouraged by the development of the economy and spurred by the above-mentioned recruitment agreements, the number of foreign workers employed in Germany rose continuously until 1973.
