ABSTRACT

This chapter presents an extended description of the substantive issues that the reader may skip without losing the essence of the negotiation process. It deals with a summary of the main findings of the case, in terms of the external and internal support systems necessary for intergovernmental negotiation and reviews the various roles the mediator performed in the case. The parties were instructed to bring to the negotiating table any issues they felt were important enough to affect the settlement, including issues beyond the confines of the immediate annexation proposal. Leesburg's formal filing of an annexation petition in the spring of 1982 came as something of a surprise to the county's leaders, who had been encouraging the town to resume a dialogue over the issue. Leesburg, the county seat of Loudoun County, Virginia, is a historic central market town of approximately 9,000 people in a productive agricultural setting.
