ABSTRACT

The dual uses of nuclear energy are understood to pose problems, which a policy like Atoms for Peace, can reasonably and practically resolve. If expectations about the benefits of nuclear energy have dimmed, there remains general agreement that nuclear energy offers opportunities that should not be foreclosed. Some papers argue that they should be in the nuclear energy area, and directed towards restoring the health of nuclear industries and reviving a vigorous commerce in nuclear materials, equipment, and technologies. There is evident tension over the implications of Atoms for Peace policy in the matter of attitudes toward sensitive nuclear technologies. The presidential commission's findings and recommendations could foster a new consensus in the United States and abroad that could stabilize and. strengthen the existing regime in the present and enable it to face the challenges of the future.
