ABSTRACT

In order to begin any analysis of a possible reconstruction of what can be called the "Argentine cultural apparatus" some preliminary points must be made. The full functioning of a "healthy cultural apparatus" is virtual, since its tendency toward relative autonomy with respect to a political structure, in turn mediated by the play of forces, creates alternatives and blockades that engender zones of chiaroscuro. On the other hand, it constitutes an objective from the point of view of a desirable political organization, of a class, of an alliance of classes or, simply, of a Utopian thought. The budgets of education and culture, public health and armed forces have followed opposite lines: the first two down and decreasing, the last up and increasing. This indicates that the state has continued to conceive of itself more in a military sense than a civilian one perhaps because of political reasons of obedience or submission to the more and more powerful gendarmes.
