ABSTRACT

The basis of technology transfer between nations is the relatively abundant resources for solving technological problems in certain parts of the world and the strikingly large number of such problems needing to be solved in others. The nature of the technology itself can intervene to complicate a process which is already stretched to a serious limit. The Technology Sharing Organization (TSO) approach is dedicated to the concept that for modest sized problems it can be possible to develop solution options in a relatively short time span and simultaneously to assure relatively rapid completion of the solutions which are developed. The TSO, since it is primarily a clearing house, easily could be administered with a very small staff at a university or perhaps through some non-profit organization. As a modest proposal to unite the capabilities of existing scientific organizations with the need for some regions to solve smaller-scale development problems, it would seem that the TSO would be worth a try.
