Kenya’s 1985/86 Budget was produced by the Ministry of Finance and Planning (MFP) using microcomputers for the first time. The Ministry acquired its first microcomputers in 1983. At that time, the Government was facing rapidly expanding data processing needs coupled with restrictions on hiring additional staff to meet these needs. A new approach was suggested by the Ministry of Agriculture and Livestock Development (MALD). In response to prodding from the MFP to improve its financial reporting systems, the MALD introduced microcomputers in their Finance Division in late 1981, with the support of some expatriate advisors. The microcomputers introduced under the Rural Planning Project were used initially in the production of 40 1984–1988 District Development Plans. The management of the microcomputer operation proved more difficult than anticipated. Microcomputers are improving the budgeting process and other data processing activities within the MFP by making staff members and technical assistance personnel more productive.
