ABSTRACT

This chapter shows that European security be stabilized and military relations institutionalized through the creation of an "East-West Center for Military Cooperation." The Center would be an appropriate confidence- and security-building measure within the aegis of the Conference on Confidence- and Security-Building Measures and Disarmament in Europe, or CDE. The CDE convened in Stockholm on January 17, 1984. The CDE represents a realistic opportunity for reducing the possibilities of surprise attack and the dangers of accidental and inadvertent war in Europe. The principal raison d'etre of the CMC would be to institutionalize the intent of reducing the risks of confrontation in Europe. The CMC would provide a forum where confidence- and security-building measure (CSBM) agreed upon in CDE may be initiated and where attendant CSBM data would be exchanged among the parties for transmission to their respective governments. The CMC, as envisaged, will be functional, neutral, and multinational.
