ABSTRACT

The previous chapter was about Soviet strategy. This one concerns Warsaw Pact forces. The difference is that the Soviets determine the strategy, but they expect Poland and east Germany to contribute forces to any attack on the nordic area. Given the uncertainty regarding the priority which the Soviets would assign to this area, it is not easy to say which forces they would use. It is, however, possible to describe the units in the Leningrad Military District and in the Baltic area.
