ABSTRACT

A Soviet submarine commander shook Sweden out of its slumber in 1981, when his ship ran aground near the naval base at Karlskrona. Since then, Swedes have thought more seriously about their security policy. Even more than their nordic neighbors, Swedes have pursued the hope that somehow they can reorganize the world so as to make it a safer place. Nevertheless, events have kept intruding, and in the winter of 1985-86 a debate about Swedish defenses got under way.
