ABSTRACT

Secretary of the Navy John Lehman made the US Navy's aims clear in testimony before the US Congress. He said, "We have to control the Norwegian Sea and force them back into the defensive further north, under the ice, to use their attack subs to protect their nuclear missile submarines, to use their attack subs to protect the Kola and the Murmansk coasts...." He added, "If we allow the Norwegian Sea to be controlled by the Soviet Union, Norway is untenable."
