ABSTRACT

North Atlantic Treaty Organization (NATO) is a logical nucleus for coordination of European security issues and has the distinct advantage of North American participation to offset the parochial interest of any European state wishing to dominate the security scene. NATO can retain an emphasis that will foster cooperation more effectively than institutions with only European membership. NATO had proven itself to be a stable, well-respected institution that provided for high-level consultation and was thought to be the only institution with the means to take any real action if the situation so dictated. light of the uncertainty surrounding the future of European security, the creation of the North Atlantic Cooperation Council (NACC) has not been an insignificant achievement. It brought former adversaries into a consultation forum on security issues. The experimental nature of the NACC, as it attempts to foster consultation without offering participants full NATO membership, presents significant new challenges.
