ABSTRACT

Both Germany and the United States want political security for themselves and their friends. They want a stable world in which free nations and free people can feel safe from war, threat, or upheaval. Some American political leaders may criticize selected US military engagements, but most approve such engagements when they see the interests of the nation or of their constituents threatened. The American government and the American body politic have long assumed, and still assume, that Germans share the American view of world events even if Germany could not intervene as the United States did. The purpose of the global concert, as defined by the United States and by other members, has essentially been to establish and to maintain a global system that suits the needs and interests of the members and of other states associated with them.
