ABSTRACT

This chapter discusses some of the grey areas. There is the question of an international nuclear security force to ease the transition from a world with national nuclear forces to a world in which there are no nuclear weapons at all. The raises the question whether a nuclear weapon could be detonated without the involvement of those who know the safety and code systems. Once nuclear warhead numbers have been substantially reduced, the next step should be a qualitative one. Instead of national nuclear forces, there should be international nuclear safeguard forces in order to keep some stability during the transition to a nuclear-weapon-free world. Nuclear weapons cannot disappear without leaving any trace. Once nuclear warhead numbers have been substantially reduced, the next step should be a qualitative one. The conclusion is that low-yield tests have a number of important non-military scientific applications, and that peaceful underground nuclear explosions may also be useful in some applications.
