ABSTRACT

The non-nuclear-weapon powers have always considered that a nuclear-weapon-free world (NWFW) should be a major objective of international policy. Withdrawal of the tactical nuclear weapons from Europe will make that continent a far safer place than it has been for decades. The proposed withdrawal of tactical nuclear weapons from the navies of the USA and Russia has addressed a major concern in many parts of the world on the spatial proliferation of these weapons. Confidence in motivations is very important in the context of any steps proposed in the domain of denuclearization, since the whole NWFW regime, including the approach to it, will depend on mutual confidence. Doctrines and attitudes play an important role in confidence building, and thus affect the prospects of a NWFW. The production of nuclear warheads, the production of new delivery systems, and the military production of weapons-usable material should be stopped.
