ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book aims to take stock of the level of implementation towards Europe's new security order, and the extent to which implementation was leading to the original vision. It deals with the individual organisations, the time since the several initial decisions were taken has on the whole been characterised by a high degree of action towards implementing the initial decisions. The book suggests that decisions taken by the Western European Union have on the whole been implemented to a surprisingly high degree, although the approach has been very piecemeal and cautious, with absolutely no hint of spectacular policy making and grand projects. It argues that the European Bank for Reconstruction and Development is on the way to making a significant contribution towards encouraging investment in Central and East European countries.
