ABSTRACT

The Warsaw Treaty Organization (WTO) is viewed by most analysts as an adjunct to Soviet security planning. Indeed, its raisond'etre is thought to be the USSR's political control in Eastern Europe. The many structural and procedural mechanisms by which the Soviets seek to assure such control under the aegis of the WTO recently have been examined in detail by Christopher Jones. It is well understood that the foreign policies of Eastern European states are, and will continue to be, made within the limits of Soviet security interests, given WTO integration and the geography of Central and Eastern Europe. Effective peacetime performance should be given in members" cohesion, particularly in an alliance like the WTO.
