ABSTRACT

The policies formulated in the ordinances, bills, or laws generally establish the procedures that must be followed for emigration. The appointment and regulation of private recruiting agents is an important aspect of migration procedures. The need for recruiting agents is felt by all the sending countries due to the sheer volume of migration. The implementation of the conditions contained in the contract, however, depends eventually on the agreement between the employer and worker once he arrives in the host country. There are instances where the contract that was signed in the sending country, under the approval of the emigration authorities, is violated and changed once the worker is in the host country. An alternative procedure that may have a positive impact both on the volume of labor export and on worker welfare consists of cooperative arrangements between sending countries.
