ABSTRACT

The African National Congress (ANC) was caught between its obvious total rejection of the Nkomati Accord and the need not to appear in any way to offend Mozambique or the Front Line States. Nkomati clearly struck a blow at the ANC's capability of Paging its armed struggle, more especially in view of the collaboration between Swaziland and Pretoria. Two forces are engaged in a warlike conflict in Southern Africa over the region's future political system; at the core of this problem lies the future political system inside South Africa itself. The one force seeks to establish a Pax Praetoriana. and the other a Pax Africana. The essential requirement of a Pax Praetoriana is the survival of a White-dominated regional power, whereas a prerequisite for a Pax Africana is the termination of the statusquo of White supremacy within South Africa itself.
