ABSTRACT

The public was denied the right of entry to properties, as well as access to public rights-of-way that had been in use since times beyond memory. The situation within the European Community (EC) is even more complex and generally more unfavorable to landlords than it is in the United Kingdom. Between 1971 and 1973 house prices in the United Kingdom increased by 60 percent in real terms, only to fall again by over one-half over the following four years. The scheme was abolished by a Conservative government in 1979, although the development land tax lasted until 1985; the capital gains tax of 30 percent is still in effect. The new agricultural debate embraces three issues that although overlapping, nevertheless provide helpful separate points of departure from which the subject can be examined. The issues are access, pollution, and planning and betterment.
