ABSTRACT

The developed countries acknowledge the responsibility that they bear in the international pursuit of sustainable development in view of the pressures their societies place on the global environment and of the technologies and financial resources they command. The quotes show with great clarity that what is really at stake in the UN Conference on Environment and Development (UNCED) follow–up is the transformation of the North–South relationship with a view to achieving sustainable development for all people, in all countries. The Commission on Sustainable Development will have a role in overseeing the transfer of technology and money, a role that is deemed to be of primary importance by the developing countries. Nongovernmental organizations have a special, irreplaceable function to fulfill. Non Governmental Organizations were one of the driving engines of the UNCED process. The greatest challenge to the North on the Road from Rio clearly lies at home.
