ABSTRACT

This chapter focuses on organizational and institutional issues. Very few developing countries have the organizational foundation needed to deal with the many facets of the soil erosion problem. The creation of public awareness about the nature and magnitude of the soil erosion problem is a necessary condition for project or program success. Monitoring and evaluation activities are important instruments of project and program management. Few developing countries have monitoring and evaluation units that are capable of providing management with data and performance indicators on the progress of soil conservation programs. Soil conservation planning must be integrated with national development planning. Security of tenure, including the whole range of legal and institutional factors that condition access to and control of land by individuals or groups, is widely thought to be a key determinant of landholders' willingness to adopt soil conservation measurers.
