ABSTRACT

Human reasoning—the use of the brain's gray matter—is being simulated by computers in a field broadly defined as Artificial Intelligence, which introduces new techniques to address development problems. Conventional computer uses expand human capacities in number manipulation and text processing. Strategic planning for developing countries requires economic data, qualitative and quantitative information on human and natural resources, and guidance on options in resource utilization. Computer-assisted design, computer-assisted manufacture, computer vision and sensing, and robotics can be used in resource utilization. In addition, the use of computers in communications can enhance the information flow and management of all of these operations. New computer technologies present opportunities for developing countries to speed up many traditionally cumbersome or inexact bureaucratic processes. For developing countries to gain from advances in these technologies, an effective means to share information on their use and provide assistance for their implementation must be provided.
