ABSTRACT

This chapter describes the aims and organization of the project in the light of empirical data collected in a village in Sungurlu County of Corum Province, and analyzes some of the basic assumptions of its design. It analyses existing or potential contributions of social scientists to the project, contending that although social scientists may be unable to guarantee the realization of the project's aims in toto, they may nonetheless have an important role to play in directing attention to the contradictory nature of some of these aims. The chapter shows how existing unequal structures act as catalysts for further differentiation, which contradicts the project's goal of equity. The Turkish government's request for World Bank funds for industrial projects was refused with the stipulation that "industrial lending was conditional on the acceptance of a rural development project loan”. Provision of electricity for a number of villages was the responsibility of the Directorate of Village Electrification of the Turkish Electric Authority.
