ABSTRACT
Leonid Abalkin was another of Gorbachev's confirmed supporters. Precisely because of this, his criticism of the Soviet economy and of Gorbachev's political reforms was surprising. Abalkin believed that the various aspects of democratization cannot be implemented without first changing the economic conditions, and he criticized Gorbachev's proposal to make the party committees' first secretaries face elections as local soviet chairmen.
