The first secretary of the Kazakh Communist Party Central Committee, Kolbin urged a halt to the practice whereby party committees duplicate the functions of state and economic organs. Although he referred briefly to the riots that had followed the expulsion of former Kazakh party boss Dinmukhamed Kunayev, one of Brezhnev's chief cronies, Kolbin did not address the corruption that had been so prevalent in Kazakhstan during Kunayev's rule.
