ABSTRACT
Georgiy Arbatov, one of Gorbachev's key foreign policy advisors, read a predictably strong pro-perestroika speech, reproaching Abalkin for criticizing Gorbachev's reforms. But he also expressed some "considerations" about Gorbachev's proposals for political reform, and he objected to any exemptions to the two-term rule.
