ABSTRACT
Gorbachev's speech on the third day of the conference was apparently unscheduled. Sensing the uneasy mood of the delegates in connection with the proposed political reform and in particular with the proposal to combine the posts of first secretary of the party committee and the local soviet, he again took the floor to further clarify his proposal and urge the delegates' endorsement.
