ABSTRACT
As expected, Vezirov, first secretary of the Azerbaijani Communist Party Central Committee, addressed the ethnic issue in his speech. He analyzed the historical roots of the Nagorno-Karabakh conflict and demanded the establishment of a ministry on ethnic issues. Vezirov also criticized the performance of party organs on ethnic issues.
