The Yeltsin-Ligachev showdown on 1 July was not the only dramatic development on the last day of the conference. Arguments among the delegates, probably concerning the resolutions, delayed Gorbachevs concluding speech by six hours. In his final speech Gorbachev described the conference as a "major event in the history of our party." 1
