Three days after the conference ended the Politburo met to discuss "questions connected with fulfilling the decisions of the 19th All-Union Party Conference." 1 It adopted the anticipated decision on holding a Central Committee plenum at the end of July to discuss "questions on the practical implementation of the measures set out in the conference documents and the proposals and remarks of its delegates." 2 The Politburo also settled one of the issues left open by the conference by approving the erection in Moscow of a "memorial to the victims of lawlessness and repressions which took place in the years of the personality cult." The words "Stalin" or "Stalinism" were not mentioned in the decision. It remained to be seen whether the CPSU Central Committee plenum would deal with another, more important issue left open by the conference: the personnel changes in the party leadership, needed to neutralize opposition to the reforms at the highest party level.
