ABSTRACT

In this chapter, the author shows that the Department of Labor’s commitment to the Work Equity Program (WEP) evaluation would grow and that WEP would become a multimillion-dollar effort that would have an impact upon public policy. Any large evaluation involves lengthy planning sessions and visits with the agency sponsoring the evaluation. The evaluation consisted of a comparison of the new program with an existing program. Representatives from welfare rights groups seized upon the evaluation as proof that human experimentation was going on. The US Department of Labor was pleased with them and with the way that the on-site presence infused all the reports from the evaluation. The time was right for the representatives from Minnesota to hold discussions with Department of Labor officials. The nationwide recession was over, the Minnesota economy was booming, and the reform effort would take place under favorable conditions.
