ABSTRACT

The Hague Summit the six member states of the European Economic Community had done very little in the field of a joint foreign policy. During this summit meeting, European leaders only discussed the candidacies of Great Britain, Ireland, Norway and Denmark, In the very midst of a major international crisis, the Six were unable to come to an agreement about principles either of political collaboration or consultation. The Israelis perceived the reflexive element of the European Political Cooperation as having a potentially negative impact on the supportive policies of its friends among the Six. The Israeli government's reaction was very sharp. 1977 was a crucial year in the context of the political situation in the Middle East and the development of the Arab-Israeli conflict. Besides the new Israeli policy, the most striking event in 1977 was Egyptian President Anwar Sadat's initiative.
