ABSTRACT

JRATUNSELUNA is an acronym for five major rivers located on the northern coast of Central Java: Jragung, Tuntang, Serang, Lusi and Juana. The Proyek Bengawan Solo, or Solo River project is an enormous undertaking by the Government of Indonesia, and is comprised of four major divisions: the Upper Solo River, the Lower Solo River, the Madiun River, and Wonogiri Irrigation. Organizationally, each one of the major project components was divided into "teams", with a Team Leader heading up the Mainstem, Tributary and Basin Development parts of the project The MONENCO office manager possessed the only office reference texts; for example, an English dictionary, or an English-Indonesian dictionary. The Indonesian administrative staff also complained about having little direct authority over the counterpart staff because administrative control in the development project was "functional" rather than "structural". The end result was a continuum of fluency between and among counterparts and consultants; and considerable variety of language speaking abilities in counterpart - consultant relationships.
