ABSTRACT

The best illustration of the feasibility of the "ideal" general policy and guidelines for technology transfer is to contrast them with the actual structuring and performance of the "technology transfer programs" at the two projects. In this way, the programs at the two projects are considered largely representative of the "real" policies, practices, and people involved in the transfer of technical knowledge. By inference, technical knowledge by definition already contained an essential identity in the eyes of the counterparts and consultants. Regarding the similarities and differences between the two firms with specific regard to the transfer of knowledge, there are a number of factors, some major and others minor, which should be considered. The degree of specificity of contract clauses regarding the transfer of knowledge varies from project to project, and from department to department within the Government of Indonesia.
