ABSTRACT

Soviet bellicosity in the conduct of its foreign policy with states of Asia and the Pacific Basin defies any reasonable explanation. That is a particularly troublesome observation when one considers the many positive developments which are evolving both on the continent of Asia and among the other states washed by the waters of the Pacific. In late 1983, United States (US) Secretary of State George Shultz asked this commentator to undertake a review of US policy regarding the Pacific Basin. There has arisen the so-called "Pacific Basin Community" concept which is aimed at promoting further economic cooperation in a more organized and systematic manner. Every state through its own efforts must provide for the safety and defense of its territory and its people by its own efforts. The entire population of Japan needs to accept and fully understand the facts about the massive buildup of Soviet military power in Asia.
