ABSTRACT

In the economic relations between the Soviet Union and her trading partners the system of settlement of payments may be the most important element, determining all other factors. Since hard currency settlement of payments is predominating in its foreign economic relations, it would be the adequate form of settlement also in respect of its domestic economic system. The quotas determine, before the year in question, the percentages of the major groups of products in exports and imports. In Hungarian foreign trade, the dollar import content of exports to the Soviet Union, as well as hard currency exports based on Soviet imports, present questions of great significance. The ruble clearing settlement meets the Soviet practice of planning and economic organization half-way. In addition to the state institutions, various sectoral and subsectoral organizations and associations also constitute a significant element of the institutional system of Finnish-Soviet relations.
