ABSTRACT

This chapter focuses on the information and attempts to assess its significance. Reflections on the case materials have sorted themselves into two categories, those with a micro–focus and those at a macropolicy level. The case materials offer little to suggest that protective differentiation by industry would make a contribution to policy in a landscape of weak protection. The gathering of case materials is a valuable approach to ascertaining the impact of nonprotection on economic development. Where protected intellectual property provides conductivity, technology is more readily transmitted and generated and the stimulus given by received technology of all kinds - proprietary, media or embodied - is greater than under a regime of weak protection. The existence of private venture capital firms in Brazil indicates there is willingness to mobilize capital for investment in start-up companies based on new technology.
