ABSTRACT

The best safeguard against fatal error lies in continuous criticism and discussion to bring out the truth and develop the best program. There has been a good deal of discussion as to whether it is proper for the chairman of the Senate Foreign Relations Committee to make a speech critical of an administration of his own party which he generally supports. Likewise, there are many congressional politicians who would evade their responsibilities as to American foreign policy in Asia by use of the specious argument that “foreign policy is a matter for the executive branch of the Government. Granted that there are many in Congress who would prefer to pass the buck to the White House, the State Department, and the Pentagon Building in respect to our unilateral American military action in Asia. Adherence to the United Nations Charter is the only policy that affords the hope of leading the American people out of the jam without a war.
