ABSTRACT

By 1973 the Commission's Domestic Satellite (DOMSAT) ruling was history and its role of regulator was more difficult than ever, primarily as a result of the dynamics of the evolving industry and its technology. Reviewing Satellite Business Systems (SBS), one of the game's newest players, provides one vehicle for looking at some of trends in technology and for examining the challenges that the Federal Communications Commission's overall competitive policy, which includes DOMSAT. SBS is the successor of MCIL Satellite, which was restructured and renamed CML Satellite Corporation. A detailed technical analysis of satellite system is not intended but rather an appreciation for the driving force of technology and for the issues that have been raised regarding the DOMSAT policy as applied to the IBM entry. The CML DOMSAT was seen by the CIA as the missing link that would integrate IBM's computer systems and IBM's "Carnation" private exchange equipment that was being made and marketed by IBM in France.
