ABSTRACT

The likelihood of compliance would be enhanced if the requirements were based on regional cooperation. Given requirements involving wise, benevolent leadership, national planning, regional, international and non-governmental cooperation, it may seem that humane development is impossible despite the wonders of information technology. Mahatma Gandhi, Franklin D. Roosevelt, Sean MacBride, Simon Bolivar, Julius K. Nyerere, Salvador Allende and Dag Hammarskjold have placed concern for people ahead of personal interest, accomplishing much. Other leaders have the potential for greatness, and they will have to realize that potential if Third World countries are to experience humane development. Humane development and the fulfillment of basic needs would therefore remain an unachievable goal, useful for rhetorical pronouncements but impossible to attain in reality. Even leaders who are serious about humane development may find some of the suggestions difficult as they are tempted to exercise strict control over newly acquired information technology.
