ABSTRACT

“Blueprints and organizational charts are meaningless fantasies unless manned by a corp of trained administrators equipped with the knowledge and resources to translate programs and policies into accomplishments and deeds.” This chapter focuses on the relationships the public sector has with agriculture and on the investments which have been made and which are planned to facilitate agricultural development. It considers the organizational structure of the government of Bangladesh (BDG) and of the particular ministries most important to the agricultural sector, the allocation of public funds among sectors and subsectors, and the issues of public finance. The establishment of Martial Law by the military in March 1982, suspended the regular operation of the BDG at several levels. The Ministry of Food is one of the most important institutions in the public sector that impacts on agriculture. The Ministry of Industries and Commerce carries a significant ledger of activities that relate to or impact on the agricultural sector.
