ABSTRACT

The chapter presents a description of Preston County, an analysis of the results of the four board elections in which various school plans; a brief examination of the educational research relevant to Preston County; an analysis of the school board's consolidation plans and the community school plan; and an examination of the key underlying issues, especially social class. Preston County is a sparsely settled, relatively poor, rural county in West Virginia. Education is far more widely distributed than are business professional, or other governmental services in Preston County. In West Virginia, all school districts are coterminous with county boundaries. A group of Preston County citizens had organized an active campaign against the third bond issue, calling themselves Equality for All Prestonians. Comparing the distribution of funds with a breakdown of voting results for each of the three defeated bonds and with the Comprehensive Facilities Plan is informative. Thses are: First Bond, Second Bond and Third Bond.
