The Japanese office girl or secretary is used to filling certain roles which are different from those of her western counterpart such as book-keeping, superficial office cleaning. Women are the major handlers of money in Japanese society; the office secretary will often be the frankest adviser in the organisation, as women can stand aloof from career-play and suffer less from oriental considerations of ‘face’. The best system is undoubtedly the normal Japanese one of advertisement and interview. The Japanese landlord possesses very substantial rights, both on the basis of law and social custom, particularly before he permits occupancy but also thereafter. The landlord is far from being an absentee rentier — both embarrassingly and often conveniently, he or his close representative is living on or next to the premises. For in Japan, at least since the establishment of the military peace nearly four centuries ago, there has always been someone required to be responsible for every person or thing.
