ABSTRACT

The Partido Revolucionario Dominicano (PRD) campaign was based in its strong support among the urban poor and lower-middle class in Santo Domingo, and then expanded to rural areas through grass roots organizations. PRD organization was impressive, an extensive and solid structure that pursued a program of mass mobilization throughout the country. Jacobo Majluta said that if the PRD should win the coming elections it would decree an increase in salaries for the armed forces and police. Government preparations for technical aspects of the elections proceeded according to law, with the Central Electoral Commission in Santo Domingo assigned functions as the authoritative official agency. 5,500 polling places were set up throughout the country, presided over by JCE-appointed officials. Secretary Vance warned the Dominican Republic that “subversion of the presidential elections will have a serious effect on its relations with the United States".
